Tried to do a constellation in the stars effect for this. Made a 'custom' white by mixing acrylic paint and glow in the dark powder first, then made it more intense by mixing gel topcoat with the glow powder and adding a second layer. It certainly glowed!

ILNP Interstellar (one coat on top for the scattered holo)
White Acrylic paint
Blue glow in the dark powder
Wildflowers Gel Topcoat
